Another post in a newsgroup got me to thinking:
Is there a way to "deactivate" your Delphi activation on a machine if
you are planning on reformatting your machine so you don't use an
activation occurrence?

Nope, only increment, however, you can phone for more numbers if and
when you run out.

Thanks, Liz... I wondered since they had the License Manager if it was
possible...

I think I am correct in saying that DevExpress monitor one's installation of
their product via the internet and, if you remove it from a machine, it
decrements their 'product usage counter'.
Anyhow, if CG can increment the counter with each installation I would guess
that decrementing it during uninstellation is a possibility too.

Exactly! Adobe does the same thing - you just have to REMEMBER to do
it since it only gives you 2 activations out of the box (You can
legally install on 2 machines)...
Ex.
1. Open box and have 2 activations
2. Install on home machine (1 activation left)
3. Install on work machine (0 activations left)
4. Uninstall on home machine (1 activation left)
5. Reformat home machine
6. Install on home machine (0 activations left)
