hi,
in WinXP, when I wrote arabic letters with "arabic keyboard support" in a
TLabel, the letters are joined. But when I executed the same program in
Win98, The letters in TLabel aren't joined. Every letters are shown like
latin based characters. Exactly My problem is that i can't join letters of
arabic in windows98. How can I solve this problem?

Only with Uniscribe and own processing. Win9x/Me does not support Unicode and only localized versions do also support their particular language (and only that).
