Can forms be opened from dll's?

Is there any way that forms can be opened and controlled from a
dll? If not, Is there any way that I can create an ActiveX exe
in C++ that would call forms, just like you can in VB? Basically all I need to do is be able to open a form and use a function from one of my header files to draw a picture to the form.
