In other words, I want to create a constant volume level for all of my MP3s. You can have very quiet song with the only one peak to 0dBFS and it still is gonna sound quiet after your process. RMS level is what you want to change. You have to use compressor (better: multiband compressor). A kind of a compressor is limiter. Go to http://www.kvr-vst.com/ and look for VST plugins.
