Good evening -

Is it possible to read through an MP3 file before loading it into
TMediaPlayer to determine peak volume and then set the volume level before
media player starts playing?
In other words, I want to create a constant volume level for all of my MP3s.

I think you need a 'limiter' audio filter. Try wmplugins.com, I'm sure ther's one there.

Peak level isn't the same as volume level. You can have very quiet song with
the only one peak to 0dBFS and it still is gonna sound quiet after your
process. RMS level is what you want to change. You have to use compressor
(better: multiband compressor). A kind of a compressor is limiter. Go to
http://www.kvr-vst.com/ and look for VST plugins.
