The WSDL Importer complained it could not write to the wsdlimp.ini file. I'm using Vista Ultimate X64. It looks like the D2007 included importer isn't "playing in its sandbox" per guidelines. The INI file should be somewhere else that has proper R/W permissions. I created a text file, renamed it and gave it R/W permissions for all users in the BIN folder for Delphi 2007 and that took care of the issue.
