My understanding is that some of the refactoring is .NET code, and
Borland has no intention to rewrite it in Win32. So, I'm pretty sure
you won't get your wish. Of course, this is just my own opinion.

I don't think this is a reasonable request. That's almost as bad as
dictating what development tool should be used for a particular
application. Leave the technology decisions up to Borland- they can use
whatever dev technology they want.
However, there may be a good reason behind your request that just
occurred to me: the Delphi install is anything but smooth on Windows x64
editions. If they address these kinds of issues then I don't mind
whether they install .NET stuff or not.
The important thing is that they allow you an option of what gets loaded
(like Jed's DCM) when you run the app. I believe that is in DeXter.
That reduces some of the performance impact that the "extra baggage" has.
BTW, if your company has a no-.NET-on-dev-machines policy then they'll
have to accept the reality pretty soon- and I'd advise you to look for
work at another company while they're trying to figure out where things
are heading technology-wise. ;-)

Rewrite? It would be a good "dogfooding" showcase for Borland to demonstrate
the excellent multi-platform migration support in Delphi, demonstrating how
very easy it should be to port legacy code from .NET to native! <gd&rlh>
