in Delphi 3, while in the designer, I could hold down the CTRL key while
holding down the left mouse and select a number of components at once.
In D6/7 that does not appear to work. I know that CTRL now has something
to do with docking (or force no docking). How does one use the
mouse/keyboard to select multiple components now?

....Sorry, but it should work just the way you described it. Using D7 I just
selected this way several components.
If it won't work (perhaps an option I never stumbled upon) try keeping down
the shift while clicking the components. Ctrl works much easier, I admint,
but if it aint working it's a good second best method...

turns out my problem was that the components were ontop of a panel. The

ctrl-click/drag works only if you are operating directly on the form.
Otherwise the CTRL-click as you suggest (sigh) is the way to go. and yes
this is the same as how it works in Delphi 3
