German D6 6.02 under XP, bordbg61.exe missing ?!

Folks,

I installed Delphi 6 on a relatively new XP machine, where besides the
Admin account, I created a Work account which I planned to work in (no
admin rights) in order to minimize problems with Internet and local
damages.

During install, it asked me to change the AEDebug entry, which I did.
I also changed it to bordbg61.exe... after updating to UP 2 and
installed RTL updates 2 and 3.

After running D6 once as Admin, I changed to "Work" and registered
with Borland. It asked me again, whether I wanted to change the
registry to Borland's JIT Debugger, which I asnwered with yes, but the
XP complained that I did not have enough user rights.

Now
1) Why does it ask me, if the Registry entry is exactly as required ?

And 2) How come, that General Update Pack 2 states, bordbg61.exe is to
be copied into two different directories, but it doesn't exist on my
hard disk ?

I tried to temporarily change my Work account to have Admin rights, in
order to be able to change the registry from the Work account, to no
avail.

The only result was that most programs now complain on startup,
because they can't access their INI files or similar.

I deinstalled Delphi and would like to try again - but how ? I read
all installation related readme's but can't figure what I did wrong.

I also read various comments on the missing bordbg60.exe in the News,
but nobody came up with a solution, where to get that file. Switching
off the message is not a real solution, as it causes other problems.

Any ideas ?
