How much of the Microsoft Platform SDK is shipped with Delph

Do they just include the .LIB import files and then .Pas modules which
define the required structures and interfaces? Does that equate to a full
license? It just occurred to me that one additional hurdle with building a
BCB7 would be the licensing of a full platform SDK from Micro$oft, as well
as update all the various "include" files so that they work with BCB. I'm
not saying that's the only hurdle, but it's certainly one of them.
