Does that equate to a full license? It just occurred to me that one additional hurdle with building a BCB7 would be the licensing of a full platform SDK from Micro$oft, as well as update all the various "include" files so that they work with BCB. I'm not saying that's the only hurdle, but it's certainly one of them.
