Is it possible to create an related System Database (.MDW) during creating
an Access database with ADOX? Jet can manage user-level security, user and
group accounts.

You need to include "Jet OLEDB:Create System Database=true;" in your
connection string when you create the database. At least, that's what the
documentation says. I haven't been able to get it to work. I keep getting
told I don't have "modify design permission for table or query 'Master
Table'".
