How can I make my application call the windows dialer when a connection is
needed?
At present, on my winxp, with a pop3 connect I get an error, but no attempt
is made to dial.

Look at the Ras API, specifically at the RasDial() and related functions.

You probably don't have your connection configured to auto-dial, thus yo
have to dial manually.
