Gambit,
I found an HTML library of components that has a unit wich has a procedure
for resolving relative URLS.
http://www.zeitungsjunge.de/delphi/htmlparser/History.htm
However, it is licensed and you only get the source after you pay approx
$90 US dollars. Otherwise a nag dialog pops up every now and then. I am
not too keen on paying $90 for a procedure. But it does work excellant.
If the wheel is not invented yet, then I will invent it. If the invention
is not finished, I will surely help finish inventing it or contribute. How
much code have you written so far? And are you willing to let others
contribute to?
TIA,

A lot, but nothing I'm willing to release at this time as it is not stable
yet (its just a smaller feature of a larger component being developed).

Contact me privately and we'll discuss the issue in more detail.
