The fax may be higher resolution than your screen (In which case, the
more tightly packed black & white pixels can better approximate
grayscale), or the fax device may actually be capable of printing grayscale.

If you are targeting print, make sure that you check your finished
products on print, not on screen.

They are, in fact, grayscale. Grayscale refers to the fact that different
densities of black pixels result in the perception of various shades of
gray. Take a magnifying glass to a grayscale image printed on a monochrome
laser printer.

If you are working at a high enough resolution you simply have to translate
blocks of color to blocks of appropriate density black pixels. If you are
working with a low resolution image consider using a high resolution
intermidiate.
