I am looking a good, reliable delphi USB component so that I can communicate
with PIC chips that have a USB port.

I think you will need driver software, i.e. that emulates a serial port
over USB.

Communicating with USB directly requires you to create drivers, using
the Windows Driver Kit, available from Microsoft.

You say the PIC device has a USB port, maybe the manufacturer supplies
the relevant drivers.
