In BC, are all the objects derived from TObject?

I am having a discussion with a friend and he insists that's true.
As far as I know, only VCL are derived from TObject. If you create
your own object it won't inherits
from TObject and you will not have access to its methods/properties.

He also says that in Delphi is like that.

Who's right?
