I tried to compile a package with Delphi 2007 for WIN32 using the ToolsAPI
unit and the compiler complained about not finding the DockForm unit.

I searched my hard drive and could not find it. Where is it, how do I get
it, etc.

You need to link to the designide package (see the project options).
