BDS 2006 Registration

I have installed BDS 2006, and am trying to register it.

I have registered on the web site, and have received a 'regNNN.txt' by
email.
I have saved this file in my home directory as instructed.

On running BDS 2006 I get the registration wizard,
I enter my serial number and authorisation key.
I accept the terms and conditions.
I select 'Import Software Activation information from a file or email'.
I specify the file name.
I then get the message
'Activation information does not apply to current user/host machine or is no
longer valid for this product'
'Please register again (7015)'.

I have registered 3 times, and receive the same file each time.

Does anyone know what the problem is?
The phone number shown on the registration wizard does not work.

so thats something like

c:\documents and settings\peter

At this point it should have seen the text file and be happy, if it you
needed to specify the file, then its confused.
