Probably the answer is no. AFAIK, the only target processor borland products generate code for is INTEL x86 compatible architecture, and I believe you will find that most products running Windows Mobile/CE/pocket-pc are not using those processors. I don't believe C++ builder currently targets .NET - only DELPHI... ??? But I don't use delphi, others will have to comment on whether all delphi code generation is to the virtual machine or not, and as such, whether your general idea may hold some possibility...
