If this is the wrong place to ask the question, please refer me to the
right place. I am a absolute dummy on this, so I may use the wrong terms.

To explain what my customer needs.

He wants to sell airtime for his "wi-fi" hot spot. The customer buys a
voucher for 30 minutes of access time. He then connects to the Wi-Fi
network, which must route him first to a "Welcome / login" page where he
enters his voucher code. There after he can access the internet as
normal (We would like filter out certain sites, but that is not critical
now.) After 30 minutes he must be disconnected and rerouted to the
"Welcome / login" page again.

I my mind the setup will look like this:

[Client PC] <....> WiFi Router <---> PC with my Software <---> Internet.

If there are any commercial software available that can do this, the
customer will consider it. But I like to develop custom software for it
to create revenue and I want to link it into my accounting software
where the vouchers will be sold, etc.

Have a look at www.mikrotik.com. It supports Radius server and it's own
usermanager with vouchers, etc. Also a 'walled garden' to allow certain
sites to non-paying customers. Everything you want in WiFi & general
routing. You can run it of a PC or use the fantastic routerboards
www.routerboard.com
