IndieVolume - how'd they do that?

I just saw a mention of a program called IndieVolume at
IndieVolume.com. It sounds interesting, and I'm wondering how that sort
of per-program access to volume control (audio output) gets obtained.
Anyone have any ideas?

also while we are on this subject, does indievolume work within a
certain app, I want to be able to have more than one instance of
Tmediaplayer going at the same time, But I need to have the volume of
each seperate from its neighbour. In efect I am trying to build a
simple type of mixer. I have three songs, files, or whatever we call
them and I want to mix them down into one file. Sure there is lots of
software that will do this, any good wave editor does it without
thinking. but I need this feature built into my app, so the whole
application is one unit. Any suggestions
