How can I intercept the first click event when the browser is in edit mode?

I've tried TEventDispatcher and it takes 3 clicks before the event is fired.

The first click, the element is selected for resizing.
The second click, the element is selected for moving
The third click, the element is selected for editing. This is where the
click
event finally fires. If the control is not in edit mode it works the first
time every time.
