I'm trying to setup my keymappings to someting a bit more like another
editor I'm used to, and unfortunately I cannot seem to change the CTRL+J,
expand template keystroke. It lets me think it's changed but when I go back
to see it after closing all the dlgs, it's back to the original CTRL+J. Is
this a known bug?

I don't see this problem. I changed "expand-template" to Ctrl+F1 and it
works fine. I am using the basic CUA kepmapping, with a few other minor
adjustments

What happens when you close JB and reopen it, does the CTRL+J reappear? |

My problem is I want to reassign the CTRL+J to another funtion (parameter |
insight), but I can't, cause when JB goes back to the keyboard mappings,
it's added my new one (CTRL+SHIFT+P) for expand template, but also put BACK
the CTRL+J, and now my parameter insight won't work (it also has the CTRL+J
keystroke but inaccessible).

I see the same behavior. For some reason, the binding of the Ctrl-J key
to expand-template keeps coming back. I added a report to QC for this bug:
