Short answer, not officially.
Long answer...
Sun changes their product names even more often than Borland. I'm not
sure if either of these are equivalent to your server.
JBuilder X supports iPlanet 6.x, and, with a download from the
registered users page, it also supports Sun Java System Application
Server 7.
If neither of those work directly, then you could copy one of those
configurations into a new server configuration, and tweak it and point
it at your Sun ONE web server install, and see if that works.

Nope...looked at it...too much difference between the Sun ONE Web Server
and the Sun ONE Application Server.
Next question: Is the source code available for the Tomcat plugin? That
looks like a better starting point.

Did you try copying a Tomcat server config and tweaking that? (I know,
it's a long shot).
Anyway, not AFAIK. But, way back when, someone wrote a JBoss opentool
to add JBoss support, so the API should be accessible.
Start looking at the opentools sample project, and reading the opentools
newsgroup. There is a book on writing opentools, too.
