Thanks: the reply helps a lot.

I am making a solution that should be affordable. The VideoLab says
"Shipment : License Key". A price of $400 means something different in
South Africa.

It would help a lot if I can get a solution where the shipping is license
free, perhaps software that is linked into the app. I am shopping a little,
especially since I need very little functionality.

Hi Marcus,

I think you misunderstood "shipment", it probably means that when you buy
VideoLab, you will get a license to use VideoLab in your software. Depending
on what the license states, you can then sell your software in executable
form, either free of additional costs, or for an amount probably way lower
than the $400. The only thing you probably may not do is selling your
software including the *source code* of VideoLab.

Of course it's best to check with the author of Videolab himself.

Anyway, if $400 is out of your league, you can consider diving into DirectX,
because that is what VideoLab is probably using too. There are no good Mpeg2
native Delphi encoders, as far as I know. But by using DirectX you can (with
some hassle) write all kinds of compressed streams.

Capturing video from your capture card really depends on which brand of card
you are using. I have used a few and normally they provide an SDK with some
crude examples. I was always able to get it to work, and also at high enough
speed (25 FPS). But you need to have some experience with headers, pointers,
and lowlevel Windows calls.

The capturing itself can thus be made fast enough, and also accurate enough,
but then you're faced with the challenge of software-encoding it to Mpeg2.
This heavily depends on your machine's CPU power and of course on the image
size. On a fat machine with relatively small image (640x480) it should be
doable to get 10 FPS. There are also some cards that offer *hardware* Mpeg2
encoding, this is usually favourable because it doesn't depend on your
machines power, and keeps your machine's CPU free for other use.

If it is a non profit/free software, please contact me, you can be
eligible for free non commercial license(Yes we offer free non
commercial licenses). If you are selling a product using the solution,
we expect however that you should be able to purchase a commercial license.

BTW: This is a developer license price, and there is no royalty, so
it is a one time expense.
