Microsoft MPGE4 V2 encoder for Vista?

It seems that for Windows XP if you want to encode MPEG4 video with the
Microsoft MPEG4 V2 encoder you now need to download the file wmpcdcs8.exe
from:

http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=73C47878-20D0-4C1A-96F4-177D7E0074B7

However, I can't seem to get this file to install in Vista, so any
suggestions as to how to encode MPEG4 video in the Microsoft V2 format
under Vista?
