I've compiled my project with "dynamic RTL" unchecked and "Build with
runtime packages" unchecked and I still get "missing borlndmm.dll" when
I try to run my program on another computer. Are there other options I
need to disable?

Also, under Linker | Package options, I see Usage : Design time only,
Runtime only, and Design and runtime package. What are these? Should I
have Design time only checked?

Check the build configurations and make sure these settings are in
both the configuration you are using, and the "all configurations"
configuration.

Maybe you are using a library that itself has runtime packages enabled?

You should not be seeing those options for an application project, only for
a package project.

Also, codeguard must not be enabled.
