It is currently due on the 17th.
A public announcement was made in this group appologising for the delay,
you might want to search with you favourite news-searching tool. Better to
read directly than my paraphrase <g> But to summarise, they want to make
sure it is as accurate and complete as possible when they write it, so were
waiting for some last minute details, rather than leave us asking more
questions than before they wrote it!

Oct 17th will be the first letter about some BCBX stuff. Not clear on
exactly what that letter will cover. But the Oct 17 letter will not be
about VCL. That second VCL letter comes at some unspecified time after
the Oct 17 letter.

This is the same one that was supposed to be available before the end of the
week (last week)? Sheesh. I hope it's not gonna be like waiting for bugs
to be fixed in the IDE!
