Can anyone recommend a C-Isam format database, that can easily be used in
Delphi (eg by ttable or tquery), as well as in a traditional C legacy
package (eg where the key has to be initialized, first record read, next
record read etc)?

You should look at Advantage. It's free for the multi-user local server
version, and is very robust. It supports access from just about every
development environment you can think of, including Delphi and C. You can
work with it in both the more traditional table method, as well as in sets
using SQL.

For sure it's worth a look.
