Newbie Question - What's the difference between ' and " in X

I want to use ClientDataset.LoadFromFile to get utf8 xml data into my
application (from another oracle app).

The file I have been given wraps data elements in single quotes. Nothing
seems to work properly until I replace single quotes with double.

Is this to be expected ?

Why does explorer, and indeed several other xml tools seem to have no
problem with the original file, but the clientdataset cannot handle it ?

Should they be equivalent ?

Well I did, but I am not trying to do a transform;
I have 2 datapackets, one with single and one with double quotes. Apart
from this the 2 files are identical in structure, but only the Double quoted
datapacket xml loads into the clientdataset, with LoadfromFile. All the
other tools I have and explorer seem to make no distinction.

hmmm

Any thoughts anyone ?
