This is a good question, which touches on issues that have puzzled
scientists, economists, philosophers and engineers for hundreds of years.

I'm not sure whether what you need can be described as a 'emulator'. I think
that what is required may be more like a kind of 'parallel universe
explorer'. This would enable you to move to different parallel universes,
according to parameters that you would set.

For example, if you set the parameters to move you towards parallel
universes in which companies always kept customers well informed of their
intentions you would find the open letter there already, and it would very
probably be readable without any emulator.

If you set the parameters to move you towards parallel universes in which
companies that had produced excellent products with world beating potential
wanted to maximise the return on their investment, you might find no open
letters, but BCB 7 or 8, and a state of the art Kylix/C++ product.

If you set the parameters to move you towards parallel universes in which
software was becoming commoditised, you might find an open source BCB, with
value added chargeable add-ons and services.

Do I need an emulator to run the upcoming open letter?
If so, what kind of emulator? Would WINE work, or I need a GCC printf
emulation?
Is it possible that the open letter is already out, but I don't have
a proper version of the Java VM/CBX to read it?
Finally is it possible that the open letter just has caused a AV on
my system/heart?

It may require loading the .NET framework. Also it is possible that it
has already been posted at Microsoft.com and nobody has bothered to tell us yet.

Do I need .NET 2.0 beta? Or I need to wait for Longhorn? Does it need
the Avalon presentation layer?

But isn't an parallel universe a different OS? And as somebody
already wise fully pointed out anything which provides a functionality
for a different OS even if done via native DLL is an emulator( who am I
to disagree? ), so ergo I need an 'parallel universe(Apple ?)' emulator.

But it uses Delphi extensions introduced in v7 and they forgot that BCB doesn't have
a v7.
