i have a clientdata set with its pktrecords set to say 20
i clone it & apply a simple filter so the dataset reduces from say
10,000 to 1000
of which only 20 are present after the filter is applied
i do a locate but the row happens to be the 30th
so....
1.will the clientdataset automatically fetch the next set of rows as the
locate is executed ?

No. The CDS searches what is in memory.
