I do agree that if you have some reports that are important you should choose the lowest priority one to move your vote(s) from, but OTOH if you haven't voted at all and don't want to take some time to find a report to put a vote or two on besides this one, there's no harm in putting all five on it. It doesn't lower the weight of anything.
