Can Delphi2005 create an application to run on a PocketPC? Either with
Delphi dot net or C#?

No. If you already have D2005, there is a .NET CF compiler Technology
Preview available for download

I downloaded and installed the CF Previewer. I tried to work with it but I
have decided to wait for it to mature.
