Strangely enough, the IDE code insight does see it. When I hit
ctrl+space, "foo | class" appears in the dropdown list.

Normally you place "external" class dependencies in a so-called
"library" - open Project properties, Paths, Required libraries and add
a new lib containing the root of the "path" that contains foo.class.
