2006 is the better IDE, but you may need some edits to get your app
working. I don't think that it can import BCB4 projects as ISTRT they
were binary project files - so you will have to build the projects by hand.
BCB6 is rather buggy so I would go straight to 2006.

No question, go for BDS2006. I'd recommend a 'manual' rebuild of your
projects anyway, but you should have them up an running in BDS2006 with only
a little effort. But, check for availability of BDS2006 3rd party component
librarys that you use...
And IIRC, BCB 4 makes you elegible for BDS2006 upgrade pricing.
