Delphi does not currently support roaming profiles. The typical Delphi
license is a single user license not a single machine license which is
likely why you are prompted to register for each user profile.

Maybe so. I haven't looked into what Delphi 8 will or will not support
with regard to registration yet but it is possible some changes will occur.
