If you want to see some even stranger behaviour, move the main IDE toolbar
to the bottom of the screen. I used to do this so that I could position my
main form at the top of the screen. It took my a few days to realise that
BCB positions most of its child forms relative to the main IDE toolbar, so
they were all popping up off the bottom of my screen (ie where I couldnt'
see them).

So i'm not sure there's much you can do about it.
