Here are some facts:
1. There were no changes to the dpr, dfm and pas files themselves.
2. Reinstalled Delphi 6 Enterprise with Update Pack 2
3. When I load the project and press Shift-F12 to show list of forms I
see the one
4. On loading, the IDE shows the well known "Error Reading Form" dialog
with the Property xyz does not exist. However, this exact set of
program worked together just fine before the reinstall.
5. That property, along with 3 more, all DO exist in the form and are
part of a TWebModule, which can be found using ctrl-click from the pas
file.
6. The project should make a DLL if it worked right.
6. Another developer (in India) is able to open and use the form and
the object inspector to change properties and compile successfully

I need to emphasize the fact that this is not a case where someone
manually edited the dfm separately or renamed files or anything.

I can provide as much detail as necessary, but what I'm hoping someone
can tell me is a something I have set wrong in my tools->environment or
somewhere that prevents me from loading it, but allows my counterpart
in India to do it successfully.

A colleague help me solve this: Even though the Midas package (that
TWebModule is based on) was installed in the default environment, the
individual project settings (contained in the dof file) would remove
those components whenever that project was loaded.

The local project settings will now be coordinated with India just like
what libraries are installed. To keep anyone from wasting too much
energy on this, I thought I should post my own solution.

Great that you solved the problem on your own. Next time you post you need
to be aware of the importance of posting to the Borland news server and
