It depends what exactly you want filling in?

Realistically D1 was 16bit the rest were 32bit, they will run on most
of the operating systems (d2k5 doesnt suggest xp home because of IIS
etc) but the development unit itself should work, as will any apps so
D1 is all systems, d2-9 is 95+

It very much depends on your needs and the APIs you use or not.

For example FlashWindowEx() with FLASHW_TIMERNOFG will not work on 95..
but flashwindow(application.Handle, true) will..

Yes everywhere except: D8 is .Net only and .Net is not supported on W95 -
not sure for ME but since 98 *does* support .Net I would think ME does too.
D2005 includes the Win32 compiler so it will support W95 for that.
