A socket will not open a file for you. Not locally. Not remote.

On the remote computer you need something like a serverprogram.
For instance a FTP-server. You could write your own server too if you want.

Which component you will use for the clientapplication then depends on the
type of server.

Please explain what runs on the remote computer and if you have such
access to it that you can install your or other ones server on it.
