I will need further clarification regarding this matter originally
posted on the other newsgroup.
I need clarification in regards to the following items:
1. You indicated that I was not allowed to redistribute these files and
you implied this was based on the license agreement. You indicated that
I should reread the license agreement. I have done so (for a fifth time)
and I cite the following paragraph:
"Inprise products may include certain files
("Redistributables") intended for distribution by you to the
users of programs you create. Redistributables include, for
example, those files identified in the accompanying printed
or on-line documentation as redistributable files, those
files preselected for deployment by an install utility
provided with the Software (if any), or those files pre-
selected by a third party install utility which operates
under control of an install script which Inprise has
certified (if any) for use by licensed users of this
Software for deploying applications. In any event, the
Redistributables for the Software are only those files
specifically designated as such by Inprise. From time to
time, Inprise may designate other files as Redistributables.
You should refer to the documentation, including any
"readme" or "deploy" files included with the Software, for
additional information."
I assume this the paragraph in question.
2. When I was orginally following up on the issue of redistributables, I
did indeed follow the suggestion of the above paragraph. I read the
"readme" file and I searched all the locations of the installed software
for references to the deployment of software items. I would like to
restate that there are no redistribution/deploy lists anywhere in the
installed software.
In your original reply, you indicated that I should look for the file
deploy.txt. I have looked for this file and there is none. There is one
for the C++ Builder that I have, and this is a valid purchased product.
However, for the free download copy of the 5.5 compiler (which is
another product), there is no deployment information of any kind. That
is the point that I was trying to make. Are they all redistributable,
are some of them allowed, or are none of the files allowed to be
redestributed?
If you are still confused about this, try doing a download and install
to a clean location of the free 5.5 compiler. You will see what I mean.
Summary
The bottom line is this. The way I read the license agreement based on
the contents of the install, users of this compiler can only create
programs that require no Borland files (including the runtime dlls)
unless they are being used for their personal use. This severely
restricts the use of the compiler for the creation of applications, or
software that will be used in the free/shareware world.
As a final note, I would like to add that this is the free download
compiler that we are talking about and not any of the other downloads or
product offerings of Borland. This is the one that can be downloaded and
used by just about anyone. Since the agreement refers to
redistributables, I assumed there were some, but there is no list. I was
just trying to find out what is/is not in the list as implied by the
agreement.
I realize this may seem a trivial issue, but as a developer of
commercial software and a very long time loyal Borland user, I take it
quite seriously. Once I understand what is and is not allowed, then I
can formulate my next plan.
If you wish, I will contact "Developer Relations" to be absolutely sure
about this.

Mike,
Technically speaking¹ BCC32.EXE and RCC32.EXE are not 'redistributables'
in the sense of the licenses Borland publishes because properly compiled
and working programs can run without them, as the previous paragraph to
one you quoted makes this clear (at least to me).
If you agree with this, you'll need to direct the recipients of your
product to download by themselves (or obtain through other lawful means
like magazine cover disks, etc.) the compiler.
