Resource limit in Win98....

My program has reached some sort of limit in the amout of resources that can
be loaded by Windows 98. What are my options to reconfiguring the program
to side step this issue? I have about 1 MB of RES files included in the
program, and after expanding this size slightly, my Win98 users receive the
message "There is not enough free memory to run this program". It has been
suggested to use Packages. Is a resource only package or DLL an option?
Which is easier to implement?

Any suggestions welcome.

I should probably mention that I'm using Delphi 4. If this is not the best
forum, please advise.

I got the answer: create a DLL and store the RES file in it.
