When I install my application I add a string value in the key HKCUSoftwareBorlandLocales with the name of my executable and the language extension ("ENG" for example). But if I login as other user I get the application in the main language, not the one that I set for the first user at installation time. Of course setting the value in HKLM doesn't works...
