Am running outpost firewall and am experiencing version slow (painfully
slow) debugging, and near hanging of the ide.
Anyone got any ideas? Is it a port problem? what port etc does the ide use
to communicate to the application it's running?
Am using CBuilder6 on winXP with outpost 2.5.

It doesn't unless you are remote debugging. The debugger communicates
with the local process using the operating system debug hooks.
You can of course add third party components to the IDE and if one of
these keeps accessing the net (odd but technically possible I suppose)
then a firewall could affect the IDE. If your application is accessing
the Internet then this could cause issues but they should have nothing
to do with the fact you were debugging.
