I have try my answer in RFC 821 to find, but my English is not so good. I take the MX server with the best priority from the list & try three times to send it. If it still has not gone I give up & leave the mail in the outbox. The app tries to send the contents of the outbox every 15 minutes, so eventually the mail gets sent. I try it with the modified SMTPRelay Demo from Indy 9 and with this i get a exception.
