When you build it it has a version number somewhat behind the latested version shown on a copy Scktsrvr.exe from Borland. So I assume there is updated source available somewhere that Borland used to get to their latest version..... Grab the D7 Service pack (Who know, the install might actually work for you) then just hack the VCL to get in the fix for the MPU Lockups. Its only one line change from memory.
