TActionToolBar button height

I'm still have problems with the height of the buttons created on a
TActionToolBar. I have a TActionMainMenu (height=24,maxheight=24) and a
TActionToolBar (height=24,maxheight=24) on a TControlBar
(height=28,rowsize=28,no constraints). A TActionManager has the actions.
Whenever I drop an action on the TActionToolBar, the button's height is
greater than the height of the tool bar. Even if there is no glyph, the
button is too high. What can I do to get the button's height less than the
height of the TActionToolBar? (Delphi 7 ent, Win2000).
