TDBImage dont support JPEG data/files?

TDBImage dont support JPG files, when i try write or read jpg file from a
blob field, component throws the next exception:

'Bitmap Image is not valid'

im trying built my own component (i try read and write jpeg data using
streams) , but when i use
jpeg unit in code, i get this message:
"Cannot load pakage 'dclusr60'. It contains unit 'Jconsts', which also
contained in package jpeg unit, i get this message:
'vcljpg60'

and i cant use my component.

how repair it?
