The article "Using GDI+, Part II" at http://bcbjournal.org/bcbj_vol8_num6.pdf will get you started working with images in GDI+ with BCB. Alternatively, Scott Heiman's library supports TIFF via libTIFF... http://members.cox.net/scottheiman/bmglib.htm You might also want to have a look at using the libTIFF library directly: http://www.libtiff.org. That domain was lost quite some years ago. It's been bought by a lowlife trying to make money from google ads, and adult content, and links to 'sells everything' sites, etc... I don't know what garbage is up there nowadays, but it's not the most recent LibTiff for sure even if it sometimes is an older version. The actual legit LibTiff site is http://www.remotesensing.org/libtiff/ It's important to update the links, as the situation does hurt the LibTiff initiative.
