The Borland web site mentions nothing about who is eligible. Being a hobbyist I have not been able to continually upgrade over the years, however I have had a look at Delphi 2005 and I feel I can afford the upgrade price for that since I like what I see. I know it doesn't ask for a CD or something to verify the previous product during install. There are different prices if you come from a recent delphi version or an older one, at least here in Germany. But you can save even with a "Delphi für Kids" book with a fully licensed Delphi 3 inside. That book costs about 20 Euro, but you save much more when upgrading.
